TCCON Spectrum Naming Convention

The TCCON spectra have a 20-character naming convention that is detailed below. This philosophy underlying this is to
1) Avoid spectra from different sites having the same name
2) Accomodate a single instrument operating from various different sites
3) Accomodate multiple instruments at a single site (e.g. intercomparisons)
4) Encode into the spectrum name information that is missing from the OPUS header (e.g. site, external source, presence of an internal cell, presence of a dichroic or filter).
